A video (below) from The Young Turks features a clip from McCain saying "nations don't invade other nations in the 21st century."

It struck me that McCain has this uncanny ability to speak without moving his lips. I recalled this classic joke:
Q - How can you tell if a politician is lying?
A - His lips are moving.

So I ask you: If the lips don't move, is it still a lie?
